Please telegraph your observations on Peking telegram of 27th March as early as possible.
Foreign Office propose that as it is undesirable to
become involved in discussion of details with Chinese
Government before Peel has arrived and a decision has
been reached as to merits of agreement His Majesty's
Minister's representative at Nanking should explain
situation to him and show him in confidence the
revised draft instead of your communicating i t
to Maze by semi-official letter.
